I find it disheartening that clear information on AC Adapter specifications is hard to find. I am using a RD-03 controller with a AC adapter that puts out 10 volts at 1 amp. My AZL PA-1's barely move at the 3/4 turn of the controller knob. How am I suppose to move a train? When I bought the RC-03, the supplier was out of Rokuhans A028 was out of stock. Ended up buying another AC Adapter that puts out 10 volts at 1 amp. Best guess I could make with available information. You would think AZL would make this kind of information easy to find, since it would cut down on engines sent in for repairs.
Questions are: What is the highest recommended voltage for Z Scale? What is the highest recommended Amps for Z Scale?

Oh no no no... don't use a different adapter. The A028 is specifically designed for use with the RC03. Any other adapter can easily damage the controller, and even the trains. Before we go down a rabbit hole of voltage and amps, I would recommend ONLY using products specifically made for Z scale, especially if you are a newbie. Use of non-Z rated products also will void both Rokuhan's and AZL's warranties. So please don't take the risk!!
As for the A028, if you are in the US they are readily available. I should know, I am the distributor for Rokuhan and we have had stocks of these for many, many months. If your dealer is authorized, they can easily order one from us.

The Rokuhan controllers will also work with 8 AAA batteries. This is the safest way to supply power to your track if you don't have the Rokuhan adapter. I have used batteries only many times and it is truly amazing on how long the batteries last!
