Rob, While they're a bit late for me, I've always thought your starter sets were a great way to introduce people to Z. A lot less expensive than the solution from another manufacturer. But have you considered a couple of passenger starter sets? The SP East Side can be modelled with just an E9 and heavyweight coach; Their SF Peninsula Commuter by a GP9 and a couple of heavyweight coaches; The westbound Senator by the RDC and a mail storage heavyweight. Amtrak's Portland section of the Empire Builder can be accurately represented by a P42 with a sleeper, lounge and a coach or two. I know of a number of east coast trains that were various combinations of heavyweight baggage, RPO, coaches and the occasional parlor car, pulled by GPs and even a Mikado.
Something to consider...

The thing is that these are starter sets. There are assumptions here. First that the requester has a knowledge of railroads beyond "those handsome orange locomotives" as well as a knowledge of the wide variety of Z rolling stock available. That isn't going always going to be the case. You have a wide variety of sample freight starter sets that can be used as a basis of a custom quote, but no example passenger set. Maybe it's time for one?

Maybe something along the lines of an E8/9 3 car set with matching baggage, coach, and sleeper. Or a 6 car option with the basic 3 car set but add the rpo, diner, and observation. Unfortunately, you're out of some of the popular E8/9 road names (UP, SF) so maybe you could sub the F3AB sets for those lines (?). Or you could just produce more passenger locos . Just kidding since I know you're still looking for a factory for future production. Still waiting on those streamliners.

There are so many possibilities. My general thoughts would be baggage, RPO (or mail storage or coach)and a coach as being the most common configuration. And we haven't even touched on express freight.
Of course there are the F59 sets. Just add track and controller...

I decided to add an American loco to my collection and got the Ztrack UP GP7 set. I thing it is a smoking deal. And I just love that UP color scheme. After getting it and deciding I really do love the strictly business look of the old "Geep" I was reading a picture book on American trains and realized just how prevalent multiple engines are. I contacted Rob and he graciously offered to make up a second AZL UP GP7 starter set with different road numbers and cars that complement what I already have. I'm not sure what to do with all these Rokuhan tracks and controllers (yeah right) but since they are effectively free it's not a problem. Thanks again to Rob for making up these "flexible" starter sets for repeat customers, pretty cool.

You know that by the early 1960s UP was using GP7s on some of their less patronized trains, so a LW baggage car and a couple of coaches would also be a reasonable starter set.
As far as a use for the Rokuhan track and controllers, the solution is simple: bigger layout, multiple trains.

The UP's train from Hinkle OR, to Spokane, WA that connected with the "City of Portland", was known locally as the "City of Hinkle" and ran for along time with Geeps and passenger cars. Be a good small train to model!

The Pocatello, ID to Butte, MT "Butte Special" was nearly the same, just a little bigger in consists. F3's ABA style, then Geeps in later years.
