Don't buy it. The seller is ripping you off. No traction tires involved on MTL locos. FWIW: The seller does not state anywhere in his listing that it has traction tires. Slight message board knee-jerking here based on one person thinking they saw traction tires. But alas, it is merely blackened wear/gunk buildup on the wheel making it appear as if there are tires there. That seller's listing shows common wear of MTL z scale wheels on a GP9 locomotive. Check one of mine for comparison (below). To the untrained eye, you might see some black there on the top-left wheel making you think there is a traction tire.

I read this thread a bit differently. A newcomer to Z thought he was looking at MTLs version of the traction tires, rather worn. We were able to educate him on MTL GPs and which really dirty wheels look like. He also wanted to know if it was a fair price. At $5 more than NIB MSRP its a bit pricey and we showed him what other options were open to him.
And one last thing for newcomers, compare the conditions of the trucks in the two images. Screw heads are unscarred on your unit and you don't have grooves worn in the wheels. I would describe it as good+ valued approaching MSRP. The one at the start of the thread to me is fair, and not seeing anything else, I'd probably be willing to part with $125-$150.

As I wrote in the topic about NH locos in the AZL product announcements (as suggested by Mark), I decided to buy a NEW MTL-GP35 at a dealer in Germany (I will try to re-sell the unused shell on the Bay) and a MTL-NH-GP9 shell at ZScale Monster (they are currently 50% cheaper). So seeing the used MTL loco was the initial trigger for buying finally ... the same loco, NEW (with very little "kitbashing"). It was my Christmas gift to myself ... And as I wrote too, I hope that AZL will produce a NH freight loco or road switcher (if they existed), this will probably be the last loco in my roster. Presently I have : 2 NH-Budd's One NYC GP7 and one NYC GP9. One NYC F3A/B. The NH-GP9 will add a little bit "colour" (in comparison with the NYC engines). So I will be able to swap the locos for my 2 freight trains (one of box cars and one of hoppers). My layout plan does not allow conventional passenger trains.

So what is the road of the unused shell? You might want to save it for spare parts, particularly the handrails.

The only difference seems to be on the chassis, the GP9 has visible "tanks" between the trucks and the GP35 does not ; so my GP9 won't be 100% accurate ...

I do have couple that I converted to traction tires, but stop because I rather have smoother running loco.

As long as you are not super detailing, make it thinner and even a bit shorter it will be not 100% anyway. It even then, coupler size, etc......

For one moment I was thinking the "underside" would perhaps be included with the shell ? It looks so, if You take a glance at the "weathered" GP9 shells and the undec shell on ZScale Monster (on the very left, among all parts ; it is more visible with the undec GP35 shell). Wait and see ...

Pretty clearly marked as an MTL product, no tires, but wear showing on wheels. Also, brass screws show evidence of being damaged by screwdriver, indicating truck's sideframes have been removed, possibly for repairs. Price is way too high for something that's used & possibly abused. Keep looking...

I got my MTL-NH-GP9 shell today and, "hallelujah", a correct chassis "underside" for the GP9 is included. My (new) GP35 came last week from Germany ... And here is a picture of the "converted" loco, from GP35 to GP9 :
