I read that they don't more deliver to France since July 01. So : Case Hobbies or Marsilius ?

They most likely have the same problems with shipping internationally in the EU like HRT. Ask them, Case hobbies has a bigger variety

And I added a MTL Tank-car ("Domino Sugar") to my order today : no problem.
I can't understand why HRT does no longer deliver to France : as I can see the other dealers apparently don't encounter any impediments ! A modeller friend (N scale) said to me that he didn't have any issues ... excepted that the shipment fees are higher to France, but I knew that for several years.

Dear customers and friends,
not every dealer knows about new situation since 01.07.2021. Some other dealers may know and do the right things with much more work. I canßt speak for other dealers, but I can show our situation:
Since 01.07.2021 we have to show the right prices depending to the delivery address in our shop. this means we have to show prices depending on the tax used for a product in the delivery location. For example, in Germany we have 19% for most articles but 7% for food (but only for food not eaten in the food shop). Denmark has 25% tax, if I am right. So we have 27 countries in the EU and different tax laws for every product group and country. You may imagine what this means for setting up an article into the shop.
The shop software also has to be able to show these differentprices depending on the delivery address. It is a very high invest to just simply do this.
But, then, after we did this, we have to pay the taxes for the different delivery addresses to a special account with a data sheet which describes, which amount belogs to which order and delivery country. Additional work in the accounting department, where we had not enough employees before this. So we have no employee to do it.
There are additional problem, which may not be recognized by the other dealers. May be they see the problem when they get a visit from the tax office next time. If I imagine, what will happen if I get controlled by the tax office and have to correct all the mistakes I did in the past, I really to not know when they will do this.
At the end, sorry for my bad english. I tried my best ;-).
P.S.: All people who told me "no problem, just do this..." got back to me with "simply stop selling outside Germany" after they did read which work is needed to be done to make no mistake

The next question is: What happens if a customer places a pre-order for an articles, which will be available in some months? If the tax rate of the delivery address changes between order and delivery... who has to pay the difference? Such things may happen every day and you have to take care of tax rates for all product groups in 27 countries. What happens if a government in one country changes the tax rates special for model railroads or toy articles? Shall we pay an employee just to take care for the tax rates in all the countries? Shall we check every order position before we send articles? Who pays for the extra work?
I do not think that anyone will do this, if he offers the same good prices as we do. If you earn less then 10% on an article, you simply do not earn enough to pay employees to do this extra work. And you are not allowed to offer special prices for other EU countries...

Maybe that finally the only (but more expensive) way will be ... ordering directly from USA, or Switzerland ?
But I googled "export versand deutschland" (I speak German too) and found this. Where is the truth ? If DHL does not know anything about this ...

Since 01.07.2021 we have to calculate with france tax and send the tax which you paid to us to a special bank account, from where it is send to france. But: We have to know which tax is used in the delivery location. Maybe 19% in germany, 25% in Denmark, etc. All this ist much work. Seems you do not believe what I say. Maybe you simply do not want to believe it because it makes your (and my) world much more difficult. But it is as I described it. Ask a local tax consultant if you know one. It will take some time, but you can see that some companies already show a reaction. For example, www.besserepreise.de does not sell to Austria any more. best regards, Jörg

OK, I asked the customs in Strasbourg, You are right. Hope only that other dealers will make the necessary effort to export to France (depending on the number of their French customers ? ) Or I hope that orders to France from Switzerland will be sold excluding VAT, since they go through the customs, and I will pay the French VAT ! PS : general VAT in France is 20 %.

I'm in Portugal (23%) and I've purchased many times recently, sin ce 1st July, from DMToys (N scale) Germany and they just charge the 19% German sales tax. DMToys are a big concern too. I'm pretty sure they will be in-line with any EU requirements.

In California, we have State, County, City and some others. Anything purchased out side of California that is shipped/mailed to California, we have to pay tax on it (like we would within California). So people (eBay sellers) and business have calculate the tax. Same with our Train Show vendors, they have to go to local City/County offices to get permits to sell, and pay taxes later. eBay and Amazon handle this for us. Crazy thing is we can buy (from almost 50 States from outside the US and pay NO Custom Duty’s !!! When I travel extensively, Custom’s limits were $800 but . . . 1) if you filled out the Customs Declaration form (list various items [jeans, tourist souvenirs, and item -your model train ], they never check. It’s the ‘honesty factor’ they say. AND, the actual limit is was $1200 asked it was based on what the cost the government needs to recoup (a.k.a. the first penny).
