How about an AZL starter kit. Now that the 38's are out and there is a boat load of variety cars, throw in a loop of track from Rokuhan or MTL, remember MTL started with Marklin loops and, the extra surprise a Snail Speed controller.
This way people have everything for RTR set and are introduced to the product line and with controller have nothing extra to get except a 9V battery.
The more simple the intro to the scale, the more likely people will buy more. I started with the Marklin set and was hooked.

Rob has already posted elsewhere that they are working on a starter set, probably GP38-2.
I think a starter set under the $500-$650 Marklin sets would be great. But once you have them, there is still the issue of getting them sold. You and I think they're great, but the reality is that I haven't bought a set since the late 80s , and you need to attract new Z scalers to starter sets.
The trick will be getting the visibility in the train stores and hobby shops. Or even in the ocassional Ace Hardware: I was amazed how quickly they sold out the HO set they had.
But who knows, they could be a collectors' classic and sell ouy like Twinkies.

I think it is a good call. perhaps those already involved in z will not purchase, but it is a great way to get those new to give it a try.
Also, there are folks like myself, who sometimes decide to build a roundy for kicks and a starter set fits the bill nicely.

Ok, started to see packages on the Heavyweights, don't know if that was dealer or company but, got myself thinking about this again being that the 38's are out in force now.
